A loud ass lighting strike habbened when my lapdog was still charging. Electricity went off after the strike. Is my charger still safe to charge with?.

All the force of that lighting is now stored in your lapdog's charger. That is like a gorillion volts or something. There is only one way to discharge it safely. Put the charger port in Uranus.

If light went off that means either MCB or Fuse went off.
Does you laptop gets charged when you plug in your charger? If yes then its in perfect working condition.
