There's two constrating approaches one is Dulat and other is Dobhal doctrine. Both had pros and cons. Dobhal success can be attested from naxal wipeout, pakistan being economically dead and irrelevant, terrorism being at extreme low even the last ambush in J&K was in last year while pakistanis are bleeding entire squad worth of troops every 3 days.
There's more to it which can be discussed.
