What's the end goal? If rafales will only come in 5 years why not just spend money on Tejas project? Or does the military command also think Tejas is but Fekas?

IAF needs more aircrafts. They can't have all the eggs in one basket.
There will be mk1a, mk2 just initial trials, super sukhoi program barely getting started so they would need some buffer. Who knows with these details anyway.

Tejas mk1a is very capable aircraft lol, other than rafales it will be the only aircraft with AESA radar, it will be only radar in IAF and probably one of the first aircrafts in the world with GaN based AESA radar. Very capable EW wise, can carry and fire astra mk1, mk2, derby to pretty much anything IAF wants HAL to integrate it with.
Within it's weight class it's on par if not better. Compare it to jf17 block 3, gripen block c/d whatever.
Tejas mk2 is cut above them, just falls short of to likes of F16 , J10c in aspects like TWR, and related parameter. Rest EW wise it will be pretty good.
Limitations with both tejas mk1a is it's size and lower thrust engines so it's radar even though really modern have limitations of range etc. but still capable with MUMT - Cats type system.
The great point about tejas mk1a/mk2 is our own IP, design customize add remove iterate as much as you can and the ecosystem it created. Things from mk1 to mk1a to mk2 and then all of those subsystem going to AMCA reducing the development time, increasing the subsystem ecosystem expertise.
It's really beautiful.
