Defense budget vs capital expenditure over last 10 years.
While defense budget has gone from 2.46lakh crore to 6.84lakh crore roughly speaking, almost tripled.
The capex share in the defense budget has only decreased further. Thanks to events like OROP - modernization is lagging brutally.
Armed forces even now are failing to spend their budget many a times - atleast IAF and IA.
This is very brutal picture.

Pretty all sorts of missile - a2a, anti radiation, hypersonic, sub launched, ship launched so on. There are gorillions.
Then there's radars, sam systems.
SSBNs, Anti-Drone EW systems, fighter aircraft, light tank, investment in the engines of these vehicles.
There are way too many choices but too little being procured.
