I don't think it was all that expensive, people for most part were agragarian, and cattles were all across the world to be seen. Also wierd enough, it's not like cows are only animals that produce herbivore dunga that can be recycled into fuel or anything. Elephants, Buffalo, Bisons (Mithun) and even Yak.
