Need serious advice

There is one girl i see sometimes in my campus. We hold eye contacts everytime we see each other. There is 50 percent chance that she is into me or it is just in my head. My friends forced me to approach her but i didn't have the confidence to approach her and i missed couple of good opportunities where the scenarios were good.
I want to approach her now but i havnt seen her like 1 week here but my friends say that they encounter her couple of times. My first semester is about to over.
What should be right approach? Should i send her request on Instagram or wait for her in campus as the pain of regret is harder than rejection. I don't mind getting rejected tbh.
