not true for Karnataka , kerala , gujrat and to some extent even tamil nadu and maharshtra have some really good tier 2 cities which people dont really know exists thats why tn and mh catch strays . Western tamil nadu is quite developed and in Mh the konkan region, western mh ,nashik and nagpur have better standard of living and infra compared to other non capital / non tier 1 cities of other states of INDIA
