India for the most part had IAS, even now IAS lobby dominated by UCs and well off people do you think india was utopia for entirety of colonial era and almost 50 years till the economic liberalization?
There's more likelihood that a common dalit is faultless, honest and has more honor than some landlawda or zamindar or some other elite group you believe of.
But none of these are to be blamed, institution itself creates this scenario where even the most honest guy would have to do a lot to not get sucked into the brootality of IAS culture.
Still once again, yes there's need of reforms but i disagree that there's no positive movement in India in forward direction - you have to blind deaf and outright in coma to not see the progress.
