Is it a problem specifically in Tier-1 North Indian cities or it happens everywhere in India ?

Most western cities had these issues.
usually old part of the cities are worse, newer part are better off. Issue is big cuz
>real estate mafia is filled with pooliticians and babus
>real estate mafia then openly is destroying natural flows of water or building over lake
>water never forgets its natural path result is entire areas getting waterlogged so on

Western cities then actually went on major development route, one of the cities had entire area lifted up by 10s of meters and underground passage were built.
Tokyo has huge underground facility which stores additional overflow to prevent flood like situations.

this will only happen when atleast 50% population of a city is earning middle class(10lpa) level income.
