Even back then it was most likely a shithole, mauryan empire is highly exaggerated, you can barely call it an empire, because it lasted for such a short time and collapsed almost instantly after Ashoka's death.
Absolutely nothing remains in Bihar from that time, compare this to 2000+ year old Roman aqueducts which are still fully functional.

u need to dig to find stuff first , almost all the recent mughal era forts and tombs are made on ancient forts

aqueducts are assyrian , romans just copypasted them and there was no reason to use aqueducts in india
