You cannot fire such a weapon without word getting out. Unless of course, you're CIA. But even then, most countries will caught the agent for trying something like this

Not just radars, that would just give a general direction when you are in their RCS, not the source, that is generally detected through SBIRS detecting the heat signature from the rocket motor.
