Part of the problem is that anons treat the worst board, /b/, as what should have been /gen/ or other board.
Sadly the numbers are not enough to have fast non-/b/ board. Leading to a weird situation.
If you open the floodgates, the quality will for certain go down the drain. But even that is not enough for people to use other boards. Leading to just either them going full recluse leading to more dominance of spammers so on.
