They seem same if you dont pay attention to topography. They are separated by hills, rivers, deserts and marshes. Haryana was a semi arid region back in the day before canals, green revolution and urbanisation. It separated two giant densely river plains of north the indus and the gangetic plains. Today it is a zone of overlap. Kashmir valley is separated by mountain ranges like Pir panjal and Kangra valley by shivaliks from punjab. Population centres of each zone are separated from those of another zones with swathes of sparsely populated desolate lands between them. The differences due to geography started emerging millenia ago which is what gave rise to distinct vedic tribes like vanga, audumbaras etc.

Deccan too can be further subdivided. Its just that i am not well versed in geography of deccan tho i can see hills and valleys in deccan in the map. Idk how they superimpose on map of states/regions. Southies can give better input.

Unironically, the epicentre of vedic culture was Ganga yamuna doab. The culture expanded both eastwards and westwards from there. Vedic geography is pretty clear about that.
