Half of general caste in one hypoyhetical state are SC in another. Many of them are also entitled to certain many benefits due to non Dwija status. It makes no sense to abandon non Dwija people who make less than 500 people, for ending up in SC category.

I think Varna is not IQ alone, but rather traits for the said Varna. For Brahmans it would be IQ, for Kshatriya it would be strength, speed and battle instinct, while for Vaishya it would be foresight and ability to gauge pattern and some emotional resilience perhaps.
