Shudras can, since I believe quite firmly in really preserving the genetic traits of each Varna. I do think all lower (indian) that identify Hindus should take a white wife since many scriptures allow a Shudra to do marry non Hindus. This would fix their gene pool as well.

I understand and agree, what I am saying is it is still better for Shudras to marry them first. Even manusmriti and similar scriptures believes that it is better for new communities to marry into the shudra families first.
It just leads to a much much better filter out for good genes, improving the gene pool from bottom up, this changing a larger section of pyramid. This was the entire reason Varnasankar rule was bypassed with "you can marry a woman one lower Varna".
