why would they care? non-urbans outnumber us
all they see is vote farming potential
you would have to delete democracy here in its currently broken way where local level is shat on and states are overpowered
then you would have to destroy the population to enact a cultural reset to wipe off (indian) religion etc warna vote bank D&C wapas aajaega

All you need is delimitation to benifit urban districrts. BJP, which gains more from urban than rural (as well as a few regional party like BRS) can sell it well as helping in bridging north-south divide, because south has more urban cities, so they can say it preserve their status while accounting for population shift.
