Russia recently amended it to allow reservist deployments through STAs not requiring a declared "state of war". That unlocks a pool of some 2 million. Now whether it is a full-scale attempt at WW2 style mass mech deep battle or just organizational changes can't be accurately told. But if it is the former it is about to get very interesting.
