Partial nature of the guidelines. OBC are immune to it partially, SC/ST are entirely immune to it. It only affects UC's/Generals which itself ends up as a minority in the nation.

It means that if a sc st obc woman even feels that u have done something derogatory even though that was not explicit, they can file a case (even anonymously) and it is u who would have to defend themselves.
Eg - u called ur sc friend retard , he can claim it was with castiest intentions and get u thrown out of college.
Also, no provision for GC people and no repercussions for fake cases.

all of this is bullcrap. SC/STs already had these protections in place via the Protection of Atrocities Act.
the real seethe is because OBCs now have been included in the schedule of protected classes.
