Indian state has no capability of mobilising and waging an actual war, all military expenditure is simply for signalling purposes, indian military wouldn't exist if it wasn't for pakistan and to some extent china, infact that was exactly how it was in the start, none of leaders wanted india to have weapons or a strong military.
