False. It certainly was a centralised polity with city states, case in point we have evidence of centralised rituals, wall making, social stratification. Citadel on higher mound over common masses also show aristocratic dominance. The sumerians also talk abt defeating the Meluhans ina war which most likely was not fought by mercenaries.

Not to nitpick but it isnt a 'mixture'. Hindi isnt a creole. It is an indo aryan language(khadiboli) that originated from delhi region and was adopted by muslim sultans as court language who added perso arabic loanwords to it and called it hindustani. Only 1/3rd of hindi vocabulary is perso arabic loanwords(mostly nouns). Grammar, substratum, verbs are all native.

Having rituals doesn't mean having organised religion. There was no monk quarters, temple etc.
